Statement: Victory for consumers with passage of the Home Energy Affordability & Transparency (HEAT) Act

The Illinois House of Representative today passed Senate Bill 651, the Home Energy Affordability & Transparency (HEAT) Act by a bipartisan vote of 116-0. The legislation, sponsored by Rep. Jehan Gordon-Booth, now returns to the Illinois Senate, where its sponsor Sen. Kimberly Lightford will look for final passage. The Senate previously passed a version of the bill with bipartisan support, 43-10.

The State of Recycling in Illinois

Recycling rates in Illinois reveal one of the most wasteful states in the nation, headlined by Chicago’s dismal 9 percent residential recycling rate (see table below). Even Naperville, which boasts the highest rate among the most populous Illinois cities at 30 percent, falls below the national average of 34.7 percent. Due to a lack of mandated reporting in certain jurisdictions, the state’s overall recycling rate is unclear. However, given low rates in cities with available data, evidence from other states suggests that Illinois’s statewide rate is much lower than the national average.

Free Credit Freeze Legislation Passes Legislature

In a response to the massive Equifax data breach, the Illinois Senate today passed House Bill 4095, sponsored by Senator Bill Cunningham, with a unanimous bipartisan vote (56-0). The legislation bars credit reporting agencies from charging consumers a fee to place or lift a freeze on their credit report.

This morning, the Illinois Commerce Commission (ICC) approved a settlement regarding 2014 spending on its troubled pipe replacement program. The settlement itself is a good outcome for ratepayers, but a far cry from the necessary reforms to the pipe replacement program itself.
